Changed Road Speed IP Pulse Divisor (KSPDDIV) from a slider in the constant section to a Flag section
and added these notes for it.  These are the only valid settings for the Speedometer output for the
Dash.

Corrected Cylinder Select Codes and added to Item Description - (4 Cylinder was incorrect was listed as $10 when it should be $80)

Changed the Last Column to 80MPH from 70MPH for the F70_mph and F71_mph tables to remove some confusion.
 F70_MPH 30 40 50 60 70 80 <- Will never reach the 80 MPH cells due to code limit
 F71_MPH 0 10 20 30 40 50 60 70 80 <- Will never reach the 80 MPH cells due to code limit
 Added the note that both of these tables will never reach the 80MPH setting and to make sure
 both cells in the 70 and 80 MPH are the same value.
